Chen Lee Water Suspension is an effect created and marketted by U. F. Grant around 1945.[1]
Ad circa 1954

The effect as originally advertised: A classy metal cylinder in bright laquers and design may be passed for examination, still when water is poured in top of same it fails to run out of bottom, the liquid is suspended in space, silks pushed through cylinder come out perfectly dry to show there is no obstruction etc. . . . Water poured out and then back in again and finally vanishes and cylinder again passed for examination

It was explained by Grant in the New Conjurers' Magazine (June 1948).
